Internationalization of texts and labels

The label of project tab is not i18n. It is always "Project Specific" and not e.g. "Projektspezifisch" for german locale.

Also there is a description as part of the admin interface to create contexts which would be useful to have a translation.

    @atlassian5 Can you provide a japanese or chinese translation for "Project Specific", which could be used as a label for the Project Specific tab?
