Place proper message if no custom field of type Project Specific Select Field is available for a project

Holger Schimanski repo owner created an issue

If no custom field of type Project Specific Select Field is available for a project, then the project admin page is available, but with a never ending "Loading" message. Instead a proper message should be displayed, that no custom field to configure is available for the project.
