Automatic redirect to Login page

If a user has a bookmark to the Manage Options page or somebody is sending a link to the page, when the user is then using this link, he currently gets a page with empty dropdown to select the custom field (see attached screenshot). This is because, the user is not logged in and the page is only available for the admin of that project.
Instead the user should be redirected to the login page and then after successful login should get the correctly loaded Manage Options page.

This is standard behaviour also for other pages in JIRA and I don't see how to solve it.

As a work around please click on „Log in“ in the upper right corner. The page should be shown correctly afterwards.
