Allow for scroll bars to appear after configurable number of lines

Currently when wrapping text in syntax higlighting (i.e. {code:xml}), the entire length of the text is displayed. In cases where there are a significant number of lines (say, greater than 100), the user experience degrades due to having to navigate vertically through the comments of the JIRA. It would be nice if it were possible to configure an appearance of a scrollbar after so many lines of text so that the user can scroll within the inset rather than having to scroll the entire JIRA.
