Include the ability to update Start/Release dates when using Version Manager

As a version manager I want to be able add the Start and Release dates to a version when using the Version Manager for JIRA add on so that an administrator is not required to update the values after a version is created. This will also help when using other planning add-ons such as Portfolio for JIRA.
