Separate example data from plugin code

The enmapbox plugin is rather large (> 10 MB). We should have a mechanism that separates code from test data sets.

The test data might be hosted the download section, e.g. as "exampledata.zip"
if example data is not stored locally, e.g. after a fresh EnMAP-Box installation, a dialog might ask for it's download ("Example data is not available. Download from <uri> now?")
Problem: what happens after an update/re-installation. will the test data disappear?
