move by one pixel

In a MapView I can move the view center using the arrow keys (by 25% of the view size it seams). In addition to that I want to move the currently selected pixel (indicated by the cross hair and the red rectangle around it) to one of the neighbouring pixels.

Use CTRL + Arrow Keys. This functionality is also available in the IDL EnMAP-Box and in ENVI Classic.
