Is it possible to fix the scale while resizing maps?

the QgsMapCanvas::resizeEvent(QResizeEvent * e) could be used to lock the scale

Another behaviour I detected, when the scale is linked:

When using the mouse wheel button, and alternately activating one of two maps and then the other, the scale is always changing in the other map, which I did not click on. I did this when I tried to have the same scale in both maps, but I could'nt achieve that.

When zooming in one of the scale-linked maps, both scales changed simulteneously, but they where never the same

Actually I don't see a way to achieve this with the Qgs API.
