refresh spectral view after dropping a speclib on it

given a new (empty) spectral view, after drag and drop a library on it, the view should be refreshed to see all profiles

Can not replicate this on 3.3.20190131T1928.develop, windows 10. Where does the drag operation starts and on which part of the SpectralLibraryWidget is it dropped?

1. open a new spectral view
2. drag a speclib from the data sources panel onto the black drawing area

MapCanvas crosshair: - connected grid layer references are removed on willBeDeleted signal - added QgsMapLayerCombobox to select any raster source known by QgsProject instance (closes issue #339)
