This is a map tool that needs to be applied on the map of interest. Like the zoom in / out map tools, so I would’nt consider it a bug. It’s just different to QGIS which has a single map canvas only.

If I have multiple layers in one view, the tool should concider all layer for calculating the full extent, right? Like in QGIS.

So far it uses the full extent of all layers in a map canvas, but using that of the layer clicked on would be a nice option too.
You QGIS is outdated. Please update and check again.

Maybe that is an option for the MapView context menu, where you could have an option to zoom to the full extent of the layer under the clicked position?
