The QGIS layer name should be “library_berlin”.

The default layer name is that of the speclib’s layer name. Just rename your speclib.
The “postfix” is the QGIS way to name layers.

Not a good solution. Renaming is a tedious task. Can’t you save the GeoPackage in a way, that QGIS only displays the file basename?

That is the default priority and doesn’t really matter. Can be set to minor, if you like. I guess more important is, that it can be fixed easily. Sometimes, minor or trivial issues get lost over time, so I usually do not use that options. More important is to decide for which version we want to fix specific issues.
