implement import app

(discussed with BJ, FT and SL via Zoom)

FORCE4QGIS is relying on the FORCE tiling scheme. If L2 data is not coming from FORCE L2 processor, but downloaded directly from EE or SciHUB, we need to import the data first.

We assume that data is already downloaded as TAR.GZ/ZIP files and placed in a single folder.

We simply import into the GLANCE tiling scheme (7 datacubes to cover the whole world). The user can not define his own cube.
