* Somehow, the byte representation of colours changed from #x00RRGGBB to #x00BBGGRR in a recent version of libtcod. Fixed cl-tcod's encoding of colours. * The colour definitions created from rgb.txt are now wrapped in a function, `make-rgb.txt-colours', so they can now be re-created (if the colour database gets corrupted, etc.)

Fixed mouse-get-status. Fix mouse structure to accept negative numbers for dx/dy and dcx/dcy. Wheel-up and wheel-down flags reinstated, although they still don't appear to be used.

New documentation in HTML. Old README removed. Use the feature :TCOD-DEBUG to load either the normal or 'debugging' library. Exported some functions which had accidentally remained internal. Added brief doc strings to a lot of functions.

* Began adding code to allow the lisp condition system to catch function calls with illegal arguments (libtcod simply crashes if any of its assertions fail, so much better to catch errors in lisp)
