Duplicate first frame with low FPS override in RAW video

When using RAW video and set FPS override to a value <1.5fps, RAW video file extraction duplicate the first frame.

Frames sequence should be: 1-2-3-4-5-n

But frames sequence is: 1-2-1-3-1-4-1-n

Notes:

• With the same low FPS override, in regular h264 video mode there's no issue.

• Last summer I'v reported the same issue:

    I have the same problem with fps override < 1.5 fps. In MLV frames sequence is: 1-2-2-3-3-4-4. In DNG frames sequence is: 1-2-1-3-1-4-1. But in crop mode, it's all right. Build 2014Oct08 5d ii.

    hi, i always had the effect, that below 1,5fps in fps-override (0.150 - 1.000) , the recorded frames are in the following structure 1-2-2-3-3-4-4.... and so on. does anybody have a solution for this? thx in advance!
