Deployment agnostic configuration.

There should be two places to configure celery-pylons, much like middleware can be setup in middleware.py or a config file, celery settings should be configurable in a deployment agnostic and deployment dependent manner.

Perhaps there should still be an (optional?) celeryconfig module, or perhaps just a celery module under the config package in a pylons site.
