Minor update required to "Offline Install Instructions (without ACS)"

Step 5 of "Offline Install Instructions (without ACS)" only asks to change the baseurl value, however, we also need to update the repo name to make it work. If this is not done, we get the below error: "Repository ibm is listed more than once in the configuration"
