Open Source Package Management in ACS not working after V7R4 install?

After installing V7R4 when I go into the Open Source Package Management option from Access Client Solutions, I get a Red X and an message that states “ERROR:_rpm.error:rpm open failed”

Developer is also not able to issue the Python version command, is it possible that the YUM directory (or whatever the proper term is) has gotten corrupted. How can i start from Scratch on the YUM install?

eg. /QOpenSys/pkgs/bin/rpm --rebuilddb
