Support ILP64 BLAS mangling

I’ve got a patch here that we used for Julia to build against ILP64 BLAS with the 64_ suffix. OpenBLAS and libblastrampoline support or require this suffix respectively.

Would be great if this patch could be upstreamed at some point, or another similar solution found! It looks like a colleague was recommended a similar solution in the Google Group, this change was independently recommended to me by a Julia community member (the libblastrampoline dev) as well.
