rocm_smi disabled on MI250X

Running papi_component_avail on MI250X and rocm-5.1.0 with rocm_smi enabled reports the following disabled reason:

This issue has been resolved. The reason the function is not implemented is that the GPUs communicate through xGMI interface rather than PCIe.
