create an interface to provide package/core mappings

This would be useful for uncore/RAPL events.

We provide number of sockets in hwinfo->sockets, but do not report which CPU should be used for each socket.

Linux provides this info, for example under /sys/devices/system/cpu/cpu0/topology/physical_package_id
