InfiniBand extended counters not working

The current PAPI Infiniband component does not work for extended (64-bit) counters with the Mellanox OFED version 4.0. It is expected that the CORAL machines will have an updated version of this driver. Therefore, enabling support for these counters is of high priority to ECP.

Resolved with commit 887ce55.

This change has now been fully tested and verified.
