give better failure mode if paranoid setting is 3

Currently users when updating their operating system might end up on a system with paranoid being set to 3 (counters totally disabled).

papi_component_avail will inform the user on how to fix that, but that's not a tool users typically think to run.

we should somehow make the error they get more clear on how to fix the issue
