perf_event rdpmc: cpu attach results are wrong

When using perf_event on recent kernels with rdpmc enabled, and attaching to CPU, the results are wrong.

This issue is fixed in c754f3bf1763358aaf70c0d64bc6cc2df29d8fec

There is still an issue when attaching with SYS granularity that appears to be a Linux bug not a PAPI bug, I am chasing that down with the Linux devels.
