libpfm build dependency due to PFM_PMU_MAX

Vince Weaver created an issue

Will Cohen noticed that PFM_PMU_MAX was being hardcoded at compile time, but if you had dynamically linked PAPI and libpfm4 was upgraded then PAPI would be unable to see any new PMUs that were added.
