Add neck joint gain to AtlasHydraulicArmGains.ini

Could you please give us a way to adjust the neck joint gain? We are noticing that the head is falling forward; when running BDI controllers we had cranked up the neck gain dramatically.

@stgray This did not make it in to 0.5.0, but we can probably make a minor release in the next few days to add this.

This would be great. BDI installed a new, beefier neck joint as part of their last visit, but it'd still be nice to be able to adjust this.

The next release will include functionality for loading PID neck gains from the arm gain ini file. I uploaded a new version of the file to the development branch.
