Do not preceheck file permissions

Do not pre-check file permissions because of various bugs in Java when dealing with remote file-systems it sometimes reports that it cannot modify a file when in fact it can, which is annoying for end users.

So on balance I think better to disable the preceheck by default

Fixed, check is now disabled by default in TagOptionSIngleton
