Add Chapter marks support

Is it possible to read chapter marks from tags? I didnt find anything related in the documentation about this.

    And is this planned? At the moment I cant find any way to read chapter tags using android.

    For audiobooks and for podcasts.

    I am the developer of Material Audiobook Player and often times people need the chapter marks because many distributors of Audiobooks use them.

    I.e Apples m4b Audiobooks are often a single file abouth 14 hours long, but with chapter marks embedded. All I found was an article on Auphonic about the chapter marks. There you can find example media files of how chapter marks are used.

    Right, if you would like to work on this that would be great, just fork and issue a pull request when you have something. But currently my own primary use for jaudioqagger is music so its not something I'm likely to work on myself.
