For files that have ID3 tag allow for frames with text encoding set to zero (ISO-8859-1) allow to read as different encoding instead

For files that have ID3 tag allow for frames with text encoding set to zero (ISO-8859-1) allow to read as different encoding instead because some tools default to users default text encoding instead of using ISO-8859-1. Also add flags to allow user to specify charset encoding to be just for ID3 tags or for Wav Info tags or both.
