No facilty to create user defined frames

Although user defined frames that already exist in a file can be read/converted between versions and saved there is no facility for creating a new Usr Defined Frames because the empty constructor for V24frames is invalid and, the constructor that takes an identifier expects a framebody to exist with this identifier.
