Need to implement Failover to second download server provided by a kind user.

YukiS has provided a second mirror for the downloads. This needs https support, so I need to implement a certificate bundle in addition to adding the failover. This should be fairly simple, and YukiS has thoughtfully already pointed me in the right direction, this just needs to be implemented.
