Calculate geo-political hierarchy with pending changes

Allow the user to filter by geo political division using the whole tree or Just a list of nodes that have pending changes (sorted by counts of)

This way the user does not need to dig into the whole tree.

Future work: from this we should be able to add counts on tree, but since we are just filtering by exact match on the tree, it won't be so useful right now.
