Uploading a malformed CSV as source list results causes error in the interface

1- Create a new Project 2- Press "New Facility Source" 3- Create an invalid CSV file and upload it

Expected: The CSV was successfully uploaded Actual: A server error is thrown

Note: it seems to be an RM issue. We should expose a bulk import API endpoint and provide more detailed information upon failure.

@mauriciomuller not sure I get this one, why would it be expected to successfully upload a malformed CSV? A simple error saying "Not a valid CSV file" should be sufficient.
