dlgis_import fails to import shape when table doesn't exist and --overwrite has been specified

Igor Khomyakov created an issue

When --overwrite has been specified, dlgis_import generates DropGeometryColumn which fails when the column doesn’t exist.

To workaround remove -O --overwrite option from the command line
