Install Fails - The extension 'PowerShell Tools for Visual Studio' requires a version of the .NET Framework that is not installed.

I have tried installing multiple times. I have tried uninstalling Visual Studio 2019 and re-installing it. But the same error still comes back.

According to the web site .NET 4.7.2 is required.
