Extension installs old AzureRM Module?

Accordingly to Microsoft folks, the PowerShell Tools extension (even not installed) installs the old "Microsoft Azure PowerShell - April 2018" each time, when the Visual Studio Installer changes the installation. I have Azure workload selected and it installs the old module. If I manually uninstall it, at each changes of Visual Studio (update / repair) the MSI reappears. Could you clarify?

PoshTools is no longer included in Visual Studio nor does it install the Azure PowerShell - April 2018 release. This sounds like an issue with the Visual Studio installer.
