Alternate installation required for applocker workaround

I work for the government and our environment is such that even though I have admin rights I cannot import modules from the user folder, only from the standard "all users" folder in program files\windowspowershell\modules - can a mechanism be introduced to allow copying the module to that location and importing from there?
