After Visual Studio Ent 16.3.7 and 8 upgrade

Problem Started after 16.3.7 version of Visual Studio Ent was installed.

Issues: 1) Solutions are now showing up as "(incompatible)". 2) When trying to launch the debugger I am prompted with the "Attach Process" window. 3) Cannot therefore run debugger.

Troubleshooting steps tried. 1) Uninstall/reboot/reinstall Powershell Tools 2) Reinstall 16.3.7 -> install Powershell Tools 3) Upgrade to 16.3.8 -> upgrade Powershell Tools (November Release)
