Yes with 5.04 it's not possible either. Is a German operating System.

The key in C:\Users\User\AppData\Roaming\PowerShell Pro Tools\license.lic is correct.

the problem is solved, file deleted and re-registered

The key is not read correctly. Deleting the old file and re-registering solves the problem.
