VS Code - Update dependency to support the preview PowerShell Extension

As I'm sure has been noted on social media multiple times the preview extension for PowerShell in VS Code has a ton of new bug and performance improvements. It would be nice if Pro Tools extension would also work with the preview extension being that we can't have both PS extensions enabled at the same time in VS Code.

A configuration option for PS Pro Tools would be ideal as it would allow us to select which one we want to use.

I will have to publish a new Preview version of the PowerShell Pro Tools. There are some changes in the Preview version of the PowerShell extension that will require some changes to Pro Tools so it’s a bit of work that needs to be done to get this going.
