[Feedback]Debugger: Attach to process opens web page

In VS2017 15.7.3 when I open the the 'Attach to Process' menu either by selecting it from the Debug menu or pressing Ctrl-Alt-P, Visual Studio opens a web page in the editor.

The page opened is generally the PowerShell tools release notes page.

This issue is still reproducible in VS2017 15.8 Preview 3 (today’s build), but it only occurs the first time after you install the PowerShell Tools. If you close the tab (the one with the PowerShell Tools release notes), subsequent commends to open the “Attach to process” will not open the release notes again.
