Yep. The VSIX Installer will not install the .NET framework for you so you'll have to do it manually.

Installing .NET 4.7.2 SDK on its own was not sufficient. I installed every version and every SDK AND Targeting Pack and rebooted. One of those allowed POSH Tools to install. I'd have liked to have been more precise, but I don't have the patience.
