Add tbb.dll of openCV to installer

Wolfram Lyda created an issue

For the openCVGrabber and the openCVFilter, you need the tbb.dll file. Have not found it within the specific .iss-file.

    the itom setup is build with OpenCV 2.4.x, that does not require the TBB libraries any more. Therefore this issue will be closed.
