Create Plugin IDS Peak

The IDS uEye SDK is not longer supported (April 2022) and replaced by the IDS Peak SDK.
A new Plugin needs to be created to support the new set of IDS Cameras.

    Does IDS Peak officially support GenICam now? If so, we could try to operate newer cameras with GenICam, too, and focus on a very stable GenICam plugin.
