Menu bar showing for non-staff users

If you activate the menu bar on a site that has a members area on the front-end of the site; if they browse to /admin they'll see the menu bar on the login screen - even though they're account is set to is_staff = False

Solution (I'm sure there will be better solutions):

Wrap all of the code in the menu.html template in a {% if user.is_staff %} statement.
