Remove DUMP from BDSIM

Dump was for synchronising between programs (PLACET). There aren't any examples, we don't know how to use it and we aren't aware of anyone using it. We propose to remove it from BDSIM.

It exists in:

• parser/element
• ComponentFactory
• BDSDump / BDSDumpSD
• GlobalConstants
• StackingAction
