No dipole fringe fields for hkicker and vkicker

We should add fringe fields for vkicker and hkicker if they have fint, fintx, etc etc specified.

Feature is now complete. Fringe fields are available for vkickers and hkickers (both thick and thin).

New branch created for this - kickerfringefields. The kickers will be constructed using the same recipe as dipoles - thin elements on the end of the magnet.
