Executable option to read only part of a user file for that instance

Introduce an option to start part way into a user bunch file. When you have a big file, you want to run a sample from a part in the file for that job. There’s nlinesignore but this isn’t executable and is intended for comment lines. We should introduce a new (and executable option) to allow this behaviour.

This has been added to develop and will be in the next release. The option is
