LHC twin-aperture geometry factory should support skew magnets

The use case is for the quadrupoles in the short straight sections: MQT and MQS. Physically they are the same twin-aperture short magnets. MQS has a skew quadrupolar component, while MQT is a normal quadrupole.
We should rotate the coils by 45 degrees.
More generically we should rotate by an angle that depends on K1 and K1S.
We could even more generically do that for any multipolar order (so same story for dipole, although they are all normal in the LHC).
