Provide downloadable releases and put on pypi

I was working on some automated infrastructure and realized that y'all don't have any releases or presence on pypi. This is too useful of a package to require pulling directly from the source repository and building by hand. Having this available by the standard build tools with help with both automation and encourage others to build off bx-python functionality.

    James; I was installing this on a bare bones machine and noticed a few other missing files in the pypi distribution. Attached as a patch is a MANIFEST.in that pulls in all of the c, header and pyrex files and seems to build without any issues. Thanks
