World generation regression with Twilight Forest

Notable mods reproducing the issue: gases-1.7.10-1.6.6 gasesFramework-1.7.10-1.2.3 twilightforest-1.7.10-2.3.7

The issue wasn't reproduced when we had those mods: gases-1.7.10-1.6.2 gasesFramework-1.7.10-1.1.2 twilightforest-1.7.10-2.3.7

So I'm guessing there's a regression in the mod. I've noted the configuration format changed a bit, but there's still no explicit ways to add more dimensions options for World Generation.

I'll take a better look when I get home from my trip. Probably will add a dimension whitelist for them.

For the record, Twilight Forest use a ground level below 64, around 50 or so.

Fixed in 51c1864. Pipes now only generate in the overworld, like they're meant to.
